Who we are

The Global Governance & Sovereignty Foundation (GGSF) is an independent think tank dedicated to understanding how power, security and technology are reshaping the international order – and what this means for states, societies and decision-makers in Africa, across the Euro-Mediterranean space, and beyond.
We were founded on a simple conviction: the strategic categories inherited from the late twentieth century no longer suffice to read the world as it is. The return of great-power competition, the weaponization of economic interdependence, the contest over critical technologies and the pressure mounting on energy and industrial sovereignty are no longer parallel storylines. They are converging, and they demand an analytical framework that can hold them together.
GGSF exists to provide that framework – and to convene the conversations through which it can inform action.
Our vision
We work towards an international environment in which states, institutions and societies are equipped to navigate complexity with clarity rather than reflex. That ambition rests on three commitments.
We are committed to independent analysis. Our work is evidence-based, peer-reviewed and free from the pressures that distort strategic thinking. We are committed to strategic relevance: every output is designed to inform a decision, sharpen a debate or anticipate a turning point. And we are committed to convening across silos – bringing together researchers, diplomats, military practitioners, industry leaders and civil society in formats that allow honest exchange.
In short, GGSF aims to be a reference point at the intersection of geopolitics, security, technology and industrial sovereignty – and a trusted partner for those whose decisions shape the years ahead.
What sets us apart

A southern and Euro-Mediterranean vantage point. Most of the strategic conversation on the issues we cover is still framed from Atlantic, European or East Asian capitals. GGSF deliberately writes from the geography where many of the world’s most consequential dynamics – migration, energy, critical minerals, hybrid conflict, technological dependency – are actually unfolding.
A method that pairs rigour and reach. Our research process is academic in its standards and policy-oriented in its purpose. Long-form analysis, short-form commentary, closed-door dialogue and a flagship annual forum are designed to reinforce one another, so that ideas travel from the seminar room to the decision-maker’s desk.
A network rather than an institution. GGSF is built around a community of resident and non-resident fellows, partner institutions and senior practitioners. We believe the most useful strategic analysis emerges from sustained dialogue across disciplines, regions and generations.

Governance
GGSF’s governance is designed to protect the independence of its research and the relevance of its programming. A Board of Directors sets the foundation’s strategic orientation and safeguards its institutional integrity. A Scientific Council, composed of senior academics and practitioners, oversees the quality and methodological rigour of our research programmes. An Executive Direction is responsible for the day-to-day stewardship of the foundation, the delivery of its publications and the curation of its convenings. A Strategic Advisory Board brings together senior figures from the diplomatic, military, industrial and academic worlds, providing perspective on the long-term direction of the institution.

Fellows
The foundation’s strength lies in the people who write for it, think with it and speak from its platforms. Our team brings together resident researchers, senior and non-resident fellows, junior fellows in residence and a wider network of associated experts. Together they span the disciplines our agenda requires – international relations, defence studies, strategic economics, technology policy, energy and industrial strategy – and the regional expertise without which strategic analysis becomes generic.
