This sub-axis examines strategic resources and supply dependencies, from critical minerals and rare earths to agricultural and water resources. It focuses on diversification, stockpiling, recycling and producer-consumer relations.
Critical Energy and Logistics Infrastructure
This sub-axis focuses on the infrastructure underpinning economic and strategic continuity, including electricity grids, pipelines, LNG terminals, refineries, strategic ports and logistics corridors, with particular attention to resilience and protection.
Technology Value Chains and Industrial Sovereignty
This sub-axis examines strategic industrial value chains and the capabilities required for industrial sovereignty. It focuses on reindustrialisation, innovation support, technology transfers and the rebuilding of sovereign industrial capacity.
