Forum DefSec Morocco 2026

DEFSEC is GGSF’s flagship annual forum dedicated to strategic security, sovereignty and resilience. It brings together senior decision-makers, military and diplomatic leaders, practitioners, private-sector actors, researchers and specialised analysts for high-level strategic dialogue on the challenges shaping Morocco’s regional environment. Through its curated format and carefully selected community, DEFSEC fosters sustained dialogue across sectors that are increasingly interconnected.

Contemporary challenges to sovereignty and security can no longer be understood in purely sectoral terms. Economic resilience depends on the security of critical infrastructure and supply chains. Energy security is increasingly linked to technological and industrial capabilities. Defence is evolving alongside advances in artificial intelligence, cybersecurity, digital technologies and data. These interdependencies are reshaping how states and strategic actors understand security, resilience and sovereignty.

DEFSEC provides a forum for examining these challenges across traditional sectoral boundaries, bringing together the expertise and perspectives needed to understand their connections and implications. Its objective is not simply to discuss emerging risks, but to develop a deeper understanding of how they interact and what this means for Morocco and its wider strategic environment.

The Forum has a dual ambition: to advance rigorous, policy- and action-oriented strategic thinking through dialogue between decision-makers, experts and practitioners; and to contribute to the development of a community of practice focused on security, defence and sovereignty in Morocco and across the region.

DEFSEC is therefore built around the quality and density of its community rather than the scale of its attendance. Each edition brings together more than one hundred carefully selected participants, whose positions, expertise and experience contribute to substantive strategic discussions. Its curated format encourages informed and frank dialogue, facilitates connections across sectors and helps build relationships that extend beyond the Forum itself.
