The Global Governance & Sovereignty Foundation (GGSF) is a think tank dedicated to analysing the major strategic challenges facing states in a rapidly changing world. Against a backdrop of intensifying power rivalries, a fragmented international order, and the emergence of new forms of conflict, the think tank seeks to inform public decision-making and contribute to strategic debate.
GGSF’s work is organised around four research programmes, each structured around three sub-axes. This framework enables a systemic understanding of geopolitical and geo-economical dynamics, security and defence challenges, technological sovereignty, and the challenges surrounding energy systems and industrial sovereignty.

GGSF’s research is carried by a community of fellows and associated experts whose work bridges scholarship and practice. Resident and non-resident fellows, senior and junior, contribute across our four programmes. They publish under GGSF’s banner, take part in our convenings and engage with policy and industry counterparts in the regions we study. Our fellowship programme is designed to grow this network deliberately – recognizing established voices and investing in the next generation of strategic thinkers, with particular attention to expertise emerging from Africa and the broader Euro-Mediterranean space.

Beyond its core publications, GGSF develops a portfolio of projects designed to deepen specific questions: focused enquiries into critical issues, multi-author collaborations published through our annual calls for papers, and partnerships with academic institutions, think tanks, agencies and private-sector actors. These projects allow us to commit sustained attention where the strategic landscape demands it, and to mobilize the right combination of disciplines and partners around each question.
